Our neighbors to the north have taken the lead in setting reasonable rules for UAV use. Transport Canada announced at a conference in Montreal yesterday that UAVs under 2 kg do not need a Special Flight Operations Certificate. Operators still need to comply with regulations very similar to our own AMA rules (i.e. a set distance from airports, AGL ceiling, etc) but there is no absolute ban of commercial operations. Along with this carrot comes a large stick in the form of steep fines for companies that don't comply. This is exactly the sort of regulation that US operators are clamoring for.
